About the Project

Cross Fraser Partnership (CFP) is a general partnership comprising Bouygues Construction Canada Inc., Fomento de Construcciones y Contratas Canada Ltd., and Pomerleau BC Inc. These companies have been selected to collaboratively deliver a new, eight-lane immersed tube tunnel to replace the existing George Massey Tunnel on Highway 99.

Position Overview:

The Marine Estimator will possess extensive experience in heavy civil construction and marine concrete structures. This role requires a proactive professional capable of taking ownership of estimates, leading the bidding process, and driving competitive proposals. The ideal candidate should have a strong background in marine projects, hydroelectric developments, bridges, LRT systems, road infrastructure, and concrete structures.

Key Responsibilities:

  • Lead the estimating process for heavy civil and marine projects, ensuring accurate and reliable estimates.
  • Develop first principal cost estimates, including labor, equipment, crew, subcontractor, and supplier resource management.
  • Review project plans, specifications, and documentation to determine project scope.
  • Collaborate with engineering, means and methods, construction, scheduling, and risk teams to develop estimates.
  • Utilize estimating software such as Bid2Win, HCSS, and InEight to prepare bids.
  • Identify and analyze potential risks and propose mitigation strategies.
  • Maintain an up-to-date cost database and industry knowledge to enhance estimating reliability.
  • Support the bidding process by evaluating and negotiating subcontractor and supplier bids.

Education and Qualifications:

  • Bachelor’s Degree in Civil Engineering, Construction Management, or a related field.
  • 10+ years of experience in heavy civil estimating, with significant expertise in major concrete and marine structures.
  • Candidates with 5+ years of experience may be considered if they have substantial heavy civil expertise.
  • Industry background: Experience in heavy civil construction (e.g., infrastructure, hydroelectric, bridges, LRT, marine concrete structures).
  • Preferred experience in companies specializing in heavy civil construction; contract types include Progressive Design Build, Design Build, Bid Build, and other collaborative contracting models.
  • Strong structural experience, with the ability to lead and optimize estimates effectively.
  • Proficiency in Bid2Win, HCSS, and InEight estimating software.
  • Strong analytical and mathematical skills, with a high level of attention to detail.
  • Ability to work independently, take initiative, and drive the estimating process.
  • Excellent communication and interpersonal skills to collaborate with internal teams and external stakeholders.
  • Right to work in Canada.

The expected salary range for this opportunity is $130,000 – $190,000. Please note that salaries may vary depending on the candidate’s experience and geographical location.
