PROJECT MANAGER

Position Summary

The Project Manager leads large capital defense projects through their full lifecycle – from pre-award tenders and proposals through post-award execution, mobilization, oversight, and delivery. This role supports programs for the Department of National Defense (DND) and U.S. Department of Defense (DoD), managing complex manufacturing, CAPEX investments, and industrial capability development. The Project Manager directly manages a small team of project coordinators, engineers, planners, and support staff while ensuring contractual, regulatory, and quality compliance in defense production environments.

Key Responsibilities

Leadership and Team Management

• Directly manage and mentor a small multidisciplinary team across engineering, procurement, quality, and administration.

• Establish goals, foster accountability, safety, and continuous improvement.

• Coordinate cross-functional collaboration for project alignment.

Pre-Award (Tenders, Proposals)

• Lead preparation and submission of DND/DoD tenders, RFPs, and costed technical proposals compliant with SOW, CDRLs, and DIDs.

• Coordinate estimating, scheduling, risk assessment, and execution strategies with engineering and operations.

• Conduct bid reviews, support contract negotiations, and ensure governance adherence.

Post-Award (Execution and Delivery)

• Mobilize contracts, establish baselines, and manage schedules, budgets, risk registers, and earned value metrics.

• Oversee manufacturing, facility construction, and equipment commissioning for defense components.

• Serve as primary interface for DND, DoD, and primes on performance, issues, and reporting.

• Manage change orders, cost control, closeout, and lessons learned while meeting CGP, ITAR/EAR, and ISO/AS9100 standards.

Financial Oversight

• Develop and track project/CAPEX budgets, cash flow, and earned value performance.

• Support business cases and capital approvals for production capability projects.

Qualifications

• Bachelor’s degree in engineering or related technical discipline.

• PMP or equivalent certification (preferred).

• 10+ years managing complex defense manufacturing/CAPEX projects, with direct experience in the defense sector working with DND.

• Proven direct people management of multidisciplinary teams through pre- and post-award phases.

• Expertise in defense contracts (FFP, CPFF, IDIQ), industrial security (CGP/ITAR), and compliance.

• Proficiency with MS Project, ERP systems, and performance tools.

• Exceptional leadership, communication, and stakeholder management skills.
