Position Overview

Client is seeking an Project Manager / Leader to support the delivery of large-scale, complex I&IT initiatives within a public safety and healthcare environment. The successful candidate will be responsible for managing assigned work packages within a broader program, coordinating vendors and internal teams, and ensuring delivery in accordance with Ontario Public Service (OPS) I&IT standards and methodologies.

This role requires strong leadership, vendor management, and stakeholder engagement skills, along with the ability to operate effectively in 24×7 mission-critical operational environments, including projects related to the Public Safety Radio Network (PSRN).

Key Responsibilities

  • Plan, prioritize, and coordinate project activities and assigned work packages within the overall project plan.
  • Develop and maintain detailed project schedules, resource plans, budgets, and supporting project documentation.
  • Manage vendor relationships, including coordination of deliverables, timelines, and issue resolution.
  • Ensure projects are delivered in compliance with OPS I&IT project management standards, methodologies, and best practices.
  • Identify, assess, and manage project risks and issues; develop mitigation strategies and escalate as required.
  • Provide regular project status reporting to senior management, steering committees, and multiple stakeholders.
  • Develop and maintain effective working relationships with clients and stakeholders to manage expectations and project outcomes.
  • Support the development of business cases and management board submissions, where applicable, to obtain approvals for long-term vendor contracts and support agreements.
  • Coordinate project activities with Public Safety Operations, including field deployments.
  • Support planning and implementation activities related to the Public Safety Radio Network (PSRN) initiative.
  • Ensure fiscal accountability through accurate estimates, forecasts, and reconciliation of project expenditures.
  • Facilitate stakeholder and steering committee meetings and contribute to governance forums.

Mandatory Qualifications and Experience

  • Minimum 5 years of experience in Project Management, delivering large-scale and complex I&IT initiatives.
  • Demonstrated knowledge of Project Management Institute (PMI) standards and project management methodologies.
  • Proven experience managing all phases of the project lifecycle, including concept, definition, planning, implementation, and close-out.
  • Strong experience with MS Project and SharePoint.
  • Demonstrated ability to manage large project budgets with a high level of fiscal control and accountability.
  • Experience identifying and mitigating project risks and issues, including options analysis and recommendation of action plans.
  • Strong vendor management experience.
  • Experience gathering and developing requirements for project charters and integrated project plans.
  • Ability to work onsite and travel across Ontario as required.
  • Eligibility to obtain OPP Level 2 security clearance.

Desired Qualifications and Experience

  • Experience working on or supporting the Public Safety Radio Network (PSRN) or similar public safety communications initiatives.
  • Experience with radio and paging systems or related backend technologies.
  • Experience managing projects in 24×7 critical operational environments.
  • Experience working with the land ambulance sector and related stakeholders.
  • Experience operating within Ontario Public Service or comparable public-sector environments.
