THE PORTFOLIO COMPANY

Starlight Development is Elevation Capital’s design-driven real estate platform, created to build extraordinary, lifestyle-led communities rather than conventional residential projects. Born from the founder’s conviction that real estate should inspire, endure, and shape how people live and connect, Starlight operates at the intersection of visionary design, rapid execution, and long-term legacy thinking.

The platform focuses on landmark developments such as coastal luxury enclaves, next-generation modular villages, and remote off-grid retreats that integrate sustainability, experience, and architectural excellence. Each project is approached with startup intensity and creative ambition, backed by institutional capital and a leadership team that values speed, accountability, and bold decision-making. Starlight is early in its scale-up phase, offering senior leaders the opportunity to help define the standards, culture, and global footprint of a next-generation development platform.

WHAT YOU’LL DO

The Procurement Manager owns the sourcing, purchasing, and vendor management function across construction and facilities operations. This is a player-coach role that blends hands-on purchasing execution with leadership and vendor accountability.

You will take ownership of purchasing processes for materials, parts, equipment, and services, managing vendor selection and ensuring clarity and consistency across all contracts and purchase orders.

Reporting to the VP of Construction and Facilities Management, you will be responsible for building robust, efficient procurement processes and systems in coordination with facilities, finance, and operations. You will apply best practices to design fit-for-purpose systems that support a lean, owner-operated environment.

WHO YOU ARE

  • Execution-Focused Operator – You take ownership of outcomes, not just process.
  • Commercially Disciplined – You understand cost drivers and negotiate with intent.
  • Construction and Facilities Fluent – You know how procurement works on real job sites, not just on paper.
  • Player-Coach Leader – You lead by doing and set the standard through execution.
  • Vendor-Accountability Driven – You set clear expectations and are comfortable holding suppliers accountable to clear deliverables.
  • Systems-Oriented Thinker – You bring structure, clarity, and repeatability to purchasing processes.

RESPONSIBILITIES

  • Own purchasing processes end to end, including purchase orders, approvals, supplier coordination, and delivery tracking for construction and facilities operations.
  • Working with Finance and Operations, establish repeatable, robust processes where they are suboptimal or do not currently exist.
  • Implement fit-for-purpose purchasing tools appropriate for a lean, owner-operated environment.
  • Source, evaluate, negotiate, and manage suppliers and service vendors.
  • Draft and maintain contracts, service agreements, and statements of work with clear deliverables, pricing, and performance standards.
  • Drive continuous improvement in cost control, material quality, and vendor service levels. Analyze spend and supplier performance to identify savings and efficiency opportunities.
  • Oversee vendor onboarding, certification, renewals, and performance reviews.
  • Experience operating in support of remote or logistically complex environments is a plus. Periodic site visits to active job sites may be required.
  • Lead and develop procurement and purchasing functions, while building and managing a team over time as the function scales.
  • Partner with construction, facilities, and group entities to support materials and services procurement needs.
  • Ensure procurement supports project timelines and operational requirements.

WHAT YOU’LL BRING

  • 8–10 years of experience in procurement and purchasing within construction and facilities management
  • Proven experience sourcing and managing materials, parts, equipment, and services
  • Strong vendor negotiation, contract discipline, and cost-control experience
  • A clear vision of success for a high-performing procurement function, including systems, processes, and documentation
  • Strong financial and analytical skills with the ability to evaluate cost drivers
  • Strong proficiency in Excel and basic ERP functions
  • Familiarity with construction scheduling tools and their impact on procurement timing
  • Experience working in remote, off-grid, or logistically constrained project environments
  • Canadian market experience required
