About the Project
The Alexandra Bridge Replacement Project is one of Canada’s most significant infrastructure initiatives, replacing the existing Alexandra Bridge that has connected Ottawa, Ontario, and Gatineau, Quebec for more than 120 years. As a vital interprovincial transportation corridor within the National Capital Region, the bridge serves thousands of pedestrians, cyclists, motorists, and transit users while forming an integral part of Confederation Boulevard. Having reached the end of its service life, the existing bridge will be replaced with a modern, resilient crossing designed to meet the region’s long-term transportation needs. The Alexandra Bridge Replacement Project represents a major investment in Canada’s transportation infrastructure, supporting economic growth, regional connectivity, and community development while creating opportunities for skilled professionals to contribute to a landmark project that will serve Canadians for generations.
About the job
Reporting to the PLAA Manager, the Permit Coordinator in our Major Projects division will be the strategic link between our engineering teams and the myriads of regulatory bodies governing the National Capital Region. This role is critical for a high-profile bridge project that crosses provincial lines and federally regulated waters. You are managing the project’s license to operate. Monitoring every phase of the bridge’s lifecycle from initial borehole drilling to final structural assembly is fully compliant with municipal, provincial and federal laws.
What you’ll be doing
Permit Planning & Regulatory Coordination
- Develop and maintain a comprehensive Permit Matrix and Permit Roadmap that tracks all required approvals, timelines, expiry dates, and technical requirements.
- Serve as the primary point of contact and inter-agency liaison for federal agencies (e.g., NCC, Transport Canada, Fisheries and Oceans Canada), provincial ministries (MTO, MTQ, MECP, MELCCFP), and the Cities of Ottawa and Gatineau.
- Coordinate project compliance with the Impact Assessment Act, Navigation Protection Act, and applicable municipal environmental bylaws.
Permit Management & Utility Coordination
- Coordinate permit submissions with technical leads, ensuring all drawings, reports, and supporting documentation are complete, accurate, and submitted in advance of construction milestones.
- Manage permits and approvals related to utility relocations, including hydro, gas, fiber optic, and other site services affected by bridge approach works.
- Track permit conditions, approvals, and regulatory commitments throughout the approval and construction phases of the project.
Stakeholder Liaison & Records Management
- Support stakeholder engagement activities and assist in addressing concerns from community groups and Indigenous partners arising during the permitting process.
- Maintain a rigorous digital archive of permit documentation, correspondence, approvals, and regulatory commitments to ensure audit readiness.
- Update document control systems and maintain permitting records, meeting minutes, logs, and submittals related to the permitting process.
What we are looking for
- Bachelor’s Degree or Diploma in Public Administration, Environmental Studies, Urban Planning, or Civil Engineering.
- A strong understanding of FLUDTA, Federal and Provincial Permit Processes.
- 5+ years of experience in project coordination or regulatory affairs, ideally within heavy civil infrastructure or large-scale construction.
- Bilingualism Mandatory English and French. You must be able to navigate technical documentation and build relationships with officials in both Ontario and Quebec.
- Exceptional attention to detail; you are someone who never lets a deadline slip through the cracks.
- The ability to translate complex technical jargon into clear summaries for regulators and stakeholders.
