Role: Airline Industry Subject Matter Expert

Transport Canada Consulting Opportunity (Federal Government Contract)

Robertson & Company is seeking experienced consultants to support a bid submission for a Transport Canada engagement involving the economic, financial, and operational assessment of a proposed transborder airline joint venture. The successful team will support sophisticated merger/joint venture analysis, econometric modelling, financial assessment, and airline industry research and advisory services.

The team will also include the following members: Lead Financial Analyst & Lead Economist

Contract Duration: Contract award through June 30, 2027. Major analytical deliverables are expected by October 2026, with ongoing advisory support through June 2027.

Work Location: Remote/telework from the consultant’s place of business. No travel is anticipated. Must be in Canada.

Security Requirement: Reliability Status is mandatory (must have 5+ years in Canada)

Mandatory Requirements

  • Demonstrated experience within the airline, aviation, air transportation, or aviation consulting sector.
  • Experience analyzing airline routes and networks.
  • Experience supporting airline pricing analysis.
  • Experience evaluating operating efficiencies within airline operations.
  • Experience contributing to strategic, operational, financial, commercial, or regulatory aviation initiatives.
  • Strong knowledge of airline business models, route structures, network planning, and aviation operations.

Strong Assets

  • Experience supporting airline mergers, acquisitions, alliances, or joint ventures.
  • Experience with transborder airline operations.
  • Experience assessing competitive impacts within the aviation sector.
  • Experience working with transportation regulators.
  • Experience analyzing airline financial performance.
  • Experience supporting pricing, revenue management, route economics, or network strategy initiatives.
  • Experience with public interest, regulatory, or competition-related reviews.
  • Previous experience working with major airlines, aviation consultancies, transport regulators, or aviation economists.

Responsibilities

  • Assist with evaluation of operating efficiencies and industry practices.
  • Advise on airline market dynamics and competitive considerations.
  • Contribute to development of findings and recommendations

Airline Industry Subject Matter Expert Deliverables

The Airline SME will support the economic and financial assessment of a proposed transborder airline joint venture and will be responsible for providing airline industry expertise, analysis, and subject matter input into the final report and supporting deliverables.

Responsibilities may include:

  • Analyze airline route networks, market coverage, and competitive positioning of the participating carriers.
  • Assess the potential impact of the proposed joint venture on airline competition, network connectivity, market access, and competitor airlines.
  • Conduct airline route and network analysis at the national, regional, and route-specific levels.
  • Evaluate airline pricing strategies, fare structures, and potential pricing impacts associated with the joint venture.
  • Assess claimed operational efficiencies and synergies arising from the joint venture, including network optimization, schedule coordination, connectivity improvements, capacity utilization, and revenue-sharing arrangements.
  • Provide industry benchmarking and comparative analysis against other airlines, airline alliances, joint ventures, and industry best practices.
  • Assess barriers to entry, competitive risks, and market concentration issues within affected airline markets.
  • Support analysis of route profitability, route viability, network performance, and airline operating models.
  • Review airline operational, commercial, and strategic information to identify potential public interest risks and benefits associated with the proposed transaction.
  • Contribute airline industry expertise to hypothetical scenario development, sensitivity analyses, and impact assessments.
  • Develop written findings, presentations, recommendations, and supporting documentation for inclusion in the final report.
  • Participate in meetings with Transport Canada and provide subject matter support throughout the assessment period and any subsequent remedies or terms and conditions development activities through June 30, 2027.
  • Support responses to clarification requests, methodology discussions, and review comments from Transport Canada.

Team Deliverables

Final Report (Due by approximately October 2026)

The contractor must produce a detailed written report containing:

  • Executive Summary
  • Background information on the carriers
  • Objectives of the analysis
  • Theoretical framework
  • Data, Methodology and Model Specification
  • Estimation results through merger simulation for each output
  • Analysis of results
  • Robustness checks
  • Hypothetical scenarios and sensitivity analysis
  • Potential risks (loss of competition, barriers to entry)
  • Potential benefits (operating efficiencies)
  • Conclusion
  • Revisions requested by Transport Canada (TC)
