Interim Director, Capital Projects
Reports to: VP Engineering
Duration: 24-36 months
Location: Mississauga (Occasional Travel required)

Our client is seeing an Interim Director Capital Projects to focus on the management and responsibility of large capital projects on the organizations’ behalf, from concept development, through the appropriation of funds, to project execution and construction, commissioning and start-up. This individual will lead, build, and manage a team of internal resources and external technical consultants to achieve the required results. This is a new position with the initial focus of building a project team for the execution of a $100+million facility, to be followed by other similar projects currently in the capital development pipeline.

Key Accountabilities:
- Project Management of large capital projects with responsibility for Planning, Resourcing, and Controlling the Scope, Construction, Cost, Schedule, Quality and Performance Objectives.
- Overall responsibility for the execution of feasibility studies, business case analyses, capital appropriation requests, project construction, commissioning, start-up and handover of capital projects.
- Responsibility to ensure a culture of safety, collaboration and accountability on all job sites, including ensuring that job sites are well organized and maintained in an orderly and clean manner, setting a high standard for quality in all aspects of the job.
- Develop a Project Organization for the execution of large capital projects, initially within Ontario, with potential expansion to worldwide applications
- Management and mentoring of direct employees within the Project Organization
- Coordination of required project services from shared Organization’s resources.
- Liaison with Senior management staff in the development of new capital projects
- Prepare technical reports and deliver oral presentations to senior management.
- Prepare and issue regular progress reports for all projects under direct management
- Play a key role in the development and improvement of Project Management Procedures including procurement, project execution, communications, and document control. Contract administration and oversight of third-party consultants and construction contractors
- Play a key role in any contractual, legal, and regulatory responsibilities with respect to capital projects.
- The initial assignment will include the execution of the new $100m facility in Ontario. The contemplated list of activities includes the following:
- Develop a Project Execution strategy and affiliated Project Organization Chart
- Work with Senior Management to complete the Design Basis Memorandum describing the Project Scope and Performance Deliverables
- Complete the Appropriation Grade cost estimate for the project
- Engage third party resources, as required.
- Recruit suitable candidates to fill positions within the Project Organization, as required
- Manage and Mentor direct reports within the Project Organization
- Manage the project execution through detailed design, procurement, construction, commissioning, and start-up.
Qualifications & Education:
- Bachelor’s degree in engineering from an accredited Canadian University with PEO certification or comparable equivalent
- Twenty plus years’ experience as Project Manager in the heavy industrial manufacturing sector overseeing the design, engineering, procurement, construction, commissioning, and start-up of projects exceeding C$100million
- Experience in legal understanding and negotiating and administering contracts with engineering and construction firms, including allocation of risk
- Experience in managing all basic disciplines of design engineering for industrial projects including civil, structural, electrical, instrumentation, controls, chemical, mechanical, etc.
- Experience in managing projects in rural and urban locations
- Project or working experience with the following unit operations: Bulk Material Handling, Solid/Liquid separation, Grinding/Maceration, Filtration, Mixing, Flammable Liquids and Gases, Distillation, Process Automation and DCS control systems.
- Experience managing wastewater, fuels, soil, bedrock and foundations a definite asset
