You will architect and run a high velocity hiring and retention machine across Canada, the U.S., and India for a multi-shore software engineering services model. This role requires a proven leader from IT services who blends executive search, large-scale technical recruiting, vendor ecosystems, and region-specific retention playbooks—while safeguarding cost, speed, and quality.</p><p><br></p><p><b>What You’ll Lead</b></p><p><b>Talent Acquisition</b></p><ul><li>Build and run a multi-shore TA operating model (Canada/U.S. onshore + India GCC) covering product engineering, cloud (AWS/Azure/GCP), data/AI, QA, DevOps, architecture, and program leadership.</li><li>Stand up 90-day hiring sprints / pilot factories aligned to account ramps with strict SLAs (time-to-offer, time-to-start, offer-to-join).</li><li>Create a tiered partner network (boutiques, specialist agencies, subcontractors) for surge capacity and niche skills at short notice; negotiate rate cards and outcome-based terms.</li><li>Drive executive hiring & talent hunting for client-facing leaders (Client Partners, Delivery Directors, Chief Architects, Practice Heads).</li><li>Build evergreen talent communities (GitHub, Kaggle, LinkedIn, meetups, universities) and referral engines; spearhead campus + lateral pipelines in India and North America.</li><li>Implement assessment standards (tech screens, code tests, architecture cases, role simulations) with quality-of-hire feedback loops from Delivery.</li></ul><p><br></p><p><b>Qualifications</b></p><ul><li>10–15+ years in IT services, TA; 5+ years leading multi-shore (US/Canada + India) talent engines.</li><li>Deep fluency in India hiring dynamics (buy-outs, counters, notice periods, joining ratios) and North America senior-talent markets.</li><li>Proven build-out of GCCs / delivery centers, surge hiring for account ramps, and executive search for client-facing leaders.</li><li>Strong vendor ecosystem management: boutiques, subcontractors, and RPOs; skilled in rate card, outcome-based and gain-share constructs.</li><li>Data-driven operator: funnels, SLAs, forecasting, capacity models; expert with ATS (Greenhouse/Lever), HRIS (Workday/Bamboo), LinkedIn Recruiter, and technical assessments (HackerRank/CodeSignal).</li><li>Cultural fluency and negotiation across India and North America; crisp executive communication with C-suite and client leaders.</li></ul><p><br></p><p><b>Core Competencies</b></p><ul><li>Operator’s rigor: program management, dashboards, cadence, escalations.</li><li>Talent hunter: networks in cloud/data/AI/modern engineering; story-seller of our EVP.</li><li>Cost & speed discipline: balances quality with commercial realities.</li><li>Partnership builder: universities, meetups, bootcamps, specialist vendors.</li><li>Change leader: designs policies that scale without killing agility.</li></ul><p><br></p><p><b>Nice-to-Have</b></p><ul><li>Experience supporting regulated/asset-heavy clients (utilities, energy) and retail/commerce.</li><li>Familiarity with pilot-factory or 90-day wave models, and outcome-based staffing constructs.</li></ul><p><br></p><p>Why TechBlocks: Join an engineering-led, AI-native services firm building platforms for blue-chip clients.
