About the Project
Cross Fraser Partnership (CFP) is a Bouygues Construction Canada Inc., Fomento de Construcciones y Contratas Canada Ltd., Pomerleau BC Inc. and Arcadis Canada Inc. general partnership that has been selected to collaboratively deliver a new, eight-lane immersed tube tunnel that will replace the existing George Massey Tunnel on Highway 99. The new tunnel will have three vehicle lanes and a dedicated transit lane in each direction, with a separated active transportation corridor for cyclists and pedestrians.
Position Overview
We are seeking a proactive and collaborative Human Resources Business Partner (HRBP) to join our team. In this role, you will act as a trusted advisor to managers and directors, providing strategic and operational HR support across multiple project-based teams. The ideal candidate is passionate about building strong people processes, driving engagement and retention, and supporting the full employee lifecycle in a dynamic, fast-paced environment.
Key Responsibilities
- Partner with managers and directors to provide HR guidance and support on organizational design, workforce planning, and employee relations.
- Lead and manage HR processes including payroll and HRIS administration (ADP preferred).
- Design, develop, and implement HR policies, procedures, and best practices to ensure compliance and operational excellence.
- Support and enhance talent acquisition (TA) efforts, including workforce planning, recruitment strategies, and onboarding.
- Drive performance management processes, including goal setting, feedback, and development planning.
- Develop and execute retention initiatives to improve engagement, reduce turnover, and strengthen company culture.
- Act as a change agent by identifying and implementing proactive HR initiatives aligned with business goals.
- Foster collaboration across departments to ensure a consistent and positive employee experience.
- Conduct comprehensive compensation analyses for workforce changes (e.g., new hires, promotions, transfers) and present strategic recommendations to business leaders.
- Participate in compensation surveys, including data preparation, validation, and submission review, to support market competitiveness.
- Provide ongoing education and guidance to employees on benefits, disability programs, and related policies, ensuring clear communication and understanding.
- Partner with managers on employee relations matters, including conflict resolution, investigations, grievances, and disciplinary actions, to minimize risk and maintain a positive work environment.
- Lead performance management initiatives, including coaching on feedback practices, Individual Development Plans (IDPs), and Performance Improvement Plans (PIPs).
- Support organizational changes such as promotions, transfers, relocations, retirements, and terminations with a balanced, people-centric approach.
- Facilitate and support training, capability reviews, talent assessments, and succession planning to strengthen leadership pipelines and identify high-potential employees.
- Play a key mentorship role by supporting and guiding HR administrators and ensuring timely resolution of employee inquiries regarding benefits, payroll, and company programs.
- Proactively engage in HR communications by supporting town halls, team meetings, and leadership sessions to strengthen the employee experience.
Education and qualifications
- Minimum 5 years of progressive HR experience, preferably in a project-based or construction-related industry.
- Strong knowledge of employment legislation and HR best practices in Canada.
- Experience with ADP payroll systems and HRIS platforms is an asset.
- Proven ability to build strong relationships with leaders and employees at all levels.
- Excellent communication, problem-solving, and organizational skills.
- Strong business acumen and the ability to translate HR strategies into actionable results.

The expected salary range for this opportunity is $100,000 – $120,000. Please note that salaries may vary depending on the candidate’s experience and geographical location. Listed compensation is exclusive of bonus and in addition to our extensive employee benefits program which is listed above. Availability of certain benefits may vary based on the specific job role.
