Who we are?
The pan-Canadian Pharmaceutical Alliance (pCPA) brings together provincial, territorial, and federal governments for the purpose of increasing and managing access to clinically relevant and cost-effective medicines. Through collective negotiations, the pCPA has realized overall savings (as of April 1, 2025) for governments of $3.94 billion annually for brand name drugs and $935 million annually for generic drugs totaling $4.87 billion annually. The pCPA offers a 100% remote (within Canada) work environment.
About the role
As a member of the management team, the manager, Drug Intelligence & Business Process, is responsible for overseeing the clinical and administrative functions that support negotiations. This includes managing the development and distribution of key documents, coordinating operational meetings, supporting pipeline-related activities, and responding to partner inquiries. The manager is also responsible for overseeing clinical input into negotiation mandates and completing special projects that require knowledge of pharmacists. The role ensures these processes align with and advance the organization’s strategic direction.
The manager builds meaningful relationships and fosters open communication across a diverse network of partners. Its purpose is to bring senior-level professionals together, creating an environment of trust and collaboration that drives shared success.
Specific deliverables and authorities
- Manages the operations of the clinical team and the administrative operations of the department.
- Manages and responds to partner inquiries related to the brand negotiation process, ensuring timely, accurate, and professional communication.
- Oversees the tracking and documentation of administrative activities to ensure timely execution, informs resource planning, and contributes to performance management and reporting.
- Ensures the negotiations team if fully informed about the pipeline of drugs potentially requiring negotiations and takes responsibility for preparing the team to respond effectively.
- Supports the negotiations team by providing drug intelligence or by developing and maintaining a partner-related knowledge base.
- Manages special projects and initiatives for the pCPA that require clinical expertise.
- Assists the Director, Negotiations, with the development of divisional goals and objectives in alignment with the strategic plan.
- Leads and supports all aspects of change management.
- Assists with development of briefing materials, submissions, reports, and presentations.
- Provides timely response to all inquiries.
- Stays informed and up to date of industry trends.
- Facilitates ongoing communication and collaboration across cross-functional teams, including Partner Relations and Communications, to align initiatives that advance the pCPA’s mandate, strategic priorities, and organizational goals.
Portfolio and team management
- Develops priorities for the portfolio.
- Develops and manages departmental goals and performance expectations.
- Develops and manages budget for Drug Intelligence and Business Process activities.
- Defines work assignments and priorities, and monitors progress to ensure performance.
- Directs and manages team performance and professional growth by providing coaching and mentorship.
Accountability
- Accountable to the director, Negotiations
Qualifications
Education and experience
- A degree in Data Science, Business Analytics, pharmacy or equivalent.
- 3 to 5 years’ experience in leadership roles in administrative operations, project coordination, or process management within a healthcare, pharmaceutical, government, or related policy-driven environment.
- 5+ years’ experience in data analytics, business intelligence or related field.
- Experience with leading and working with multi-disciplinary senior-level professionals in developing and implementing strategic policies.
Skills and abilities
- As English is the primary working language at the pCPA, exceptional written and verbal communication skills in English are required.
- Demonstrated proficiency in delivering presentations to senior officials and partners.
- Strong written and verbal communication skills in French is an asset.
- Proven ability to lead and develop high performing teams by fostering collaboration, providing coaching and ensuring clear communication to achieve goals.
- Exceptional partner engagement abilities with a commitment to building an effective and dynamic organizational culture.
- Strong understanding of the Canadian pharmaceutical industry and government processes.
- Proven problem-solving abilities, adaptability and astute judgment.
- Ability to build and maintain effective working relationships.
- Ability to build and maintain a strong, positive and cohesive team.
- Strong business and digital acumen.
Working conditions
- This is a 100% virtual position.
- This position requires frequent travel in different provinces and territories, including periodic multi-day, overnight trips.
Employment terms
- The salary range for this full-time permanent position is $105,000 – $157,000. This range reflects the salary for candidates with varying experience levels, job knowledge, and qualifications relevant to the position. Specific offers will be based on individual backgrounds and qualifications.
- The work hours for this position is 36.25 hours per week.
