Procurement Specialist (Design, Engineering & Technical Services)

Job Title:

Procurement Specialist – Temporary Full-Time (6-Month Contract, with possible extensions)

Work Arrangement:

Hybrid – Primarily office-based with up to 3 remote days/week (as approved). Remote work must be performed in Ontario. Occasional short-notice onsite presence may be required.

35 hours/week

Location:

North York, ON (occasional travel within the Greater Toronto Area).

Role Overview:

We are seeking a Procurement Specialist to support pre-award procurement activities in the Design, Engineering, and Technical Services category for a large public-sector capital procurement team. This role involves leading complex professional services procurements, developing sourcing strategies, coordinating high-value contracts, ensuring compliance with procurement policies, and guiding internal stakeholders throughout the process.

Key Responsibilities:

  • Manage end-to-end procurement activities for engineering, architectural, design/build, and technical service requirements.
  • Prepare, review, and refine specialized procurement documents, including statements of work, specifications, and commercial requirements.
  • Develop evaluation methodologies, scoring matrices, and submission requirements for complex professional services procurements.
  • Lead procurement planning meetings, schedule development, risk assessments, and procurement strategy discussions.
  • Conduct market research to support sourcing strategies and benchmark pricing.
  • Facilitate vendor meetings, pre-bid sessions, site tours, negotiations, consensus evaluations, interviews, and debriefs.
  • Act as primary point of contact for all procurement inquiries, ensuring timely and accurate communication.
  • Analyze proposals for commercial compliance and prepare award recommendations and reports.
  • Support contract finalization, including negotiation of terms, pricing, and documentation.

Qualifications & Experience:

Required:

  • Minimum 3 years of procurement experience, preferably in the public and private sectors.
  • Strong knowledge of public-sector procurement, contract administration, tendering law, and Construction Act principles.
  • Experience with engineering/technical professional services procurement.
  • Excellent negotiation, analytical, organizational, and communication skills.
  • Ability to manage multiple priorities and work independently.
  • Proficiency in MS Office and procurement-related systems.

Education:

University degree or College diploma in Business, Commerce, Supply Chain Management, Engineering, or related field; or equivalent combination of education, training, and experience.

Assets:

  • Professional certifications such as SCMP or OPBA.
  • Experience with complex, high-value public-sector procurements.
  • Experience drafting and evaluating RFPs/NRFPs, developing scoring methods, and coordinating multi-disciplinary evaluation teams.
  • Knowledge of trade agreements (CFTA, CETA) and public-sector procurement principles.

Contract Term:

6 months with the possibility of extensions up to 1.5 years in 6-month increments.
