Tasks:

  1. Specify the general requirements of the system, develop broad system alternatives and identify their administrative, economic and technical feasibility and practicality as well as associated policy and organizational change requirements
  2. Analyse and evaluate each alternative based on make/buy, impact and cost/benefit considerations, and propose, justify, plan and cost the implementation of the selected alternative
  3. Produce overall plan, a detailed plan for the functional analysis phase, and obtain approval of preliminary analysis
  4. Plan, direct and control the activities of a system development team within scheduled time and cost parameters
  5. Evaluate proposed computer applications to determine technical, operational and economic feasibility
  6. Design and test systems to ensure that the objectives of the system are met and that the outputs produced are in accordance with client requirements
  7. Monitor the design, implementation and operations start-up of the proposed system against established goals, objectives and milestones
  8. Be a SME in defence procurement processes and governance to support the development of LISRM project documentation;
  9. Be a Subject Matter Expertise to recommend and coordinate LISRM project requirements to support the development of the LISRM Statement of Requirements (SOR) as assigned by the Project Manager and/or Project Director;
  10. Liaise with appropriate agencies, to include Defence Research and Development Canada (DRDC) and follow the established processes to coordinate science and technology research, enabling the identification of requirements for the LISRM project;
  11. Deliver briefings on progress and concerns of project;
  12. Coordinate and prepare documentation in response to scheduled and unscheduled reports, returns and observations to update management on project progress, to include Request for Information (RFI) from Industry;
  13. Produce draft project briefing materials and documentation;
  14. Develop procurement technical documentation including specifications, Data Item Descriptions (DID), Statements of Work (SOW) and Bid Evaluation Plans;
  15. Preparation of project management documents and project approval process documents;
  16. Support the tracking and reporting of the progress of the project on an ongoing basis and at planned points in time or progress;
  17. Engage with stakeholders and other project managers and solving problems cooperatively;
  18. Prepare plans, charts, tables and diagrams to assist in analyzing or displaying problems;
  19. Coordinate, draft and prepare formal project documents and reports for signature;
  20. Work with a variety of project management tools;
  21. Support the project team in defining deliverables, identifying key milestones, reviewing project progress, and engaging in ongoing risk management;
  22. Recommend project team activities in order to meet project objectives for content, quality, cost, and schedule;
  23. Ensure management staff is provided with timely and accurate project information and status updates;
  24. Be prepared to conduct post-project reviews including documentation of lessons learned;
  25. Track and provide recommendations for the management of project risks;
  26. Be prepared to contribute to the organization’s strategic and business planning initiatives;
  27. Recognize and recommend action on, and provide support in achieving opportunities to combine professional resources through partnering arrangements (for example, multidisciplinary practices);
  28. Contribute to the development of the organizational vision and mission;
  29. Support industry engagements through the development of RFIs, industry days, etc.; and
  30. Support the development, review, and confirmation of requirements.

The Bidder must demonstrate that the proposed resource has an undergraduate’s degree in engineering, science, or technical field from a recognized* Canadian post-secondary institution, or the equivalent as established by a recognized* Canadian academic credentials assessment service, if obtained outside of Canada.

This must be demonstrated by including a copy of the degree with the bid.

The Bidder must demonstrate that the proposed resource has a minimum of thirty-six (36) months combined experience within the last eighty-four (84) months in a minimum of four (4) of the following:

  1. Working as a project manager for projects in excess of $1M per year expenditure;
  2. Drafting and presenting technical and management documents;
  3. Stakeholder and communications management in a project in excess of $1M;
  4. Project financial management for projects in excess of $1M per year expenditure;
  5. Project scope management for projects in excess of $1M per year expenditure;
  6. Project schedule management for projects in excess of $1M per year expenditure;
  7. Project risk management for projects in excess of $1M per year expenditure;
  8. Drafting correspondence and making recommendations on the acceptance or rejection of deliverables;
  9. Preparing Contract Deliverable Requirement Lists (CDRLs) and Data Item Descriptions (DIDs).

At a minimum, the following must be provided:

  • Name and description of client organization and relevant experience;
  • Timeframe (from-to dates month/year);
  • Description of the roles and responsibilities for each project;
  • Detailed example(s) demonstrating the relevant experience; and
  • Reference* (Name, phone number and email address) for each project.
