The Senior Health Research and Evaluation Manager provides guidance and consultation in evaluating program design and delivery of health services and provides support in research activities and research capacity development. The Senior Manager employs a mixture of Indigenous and Western methods for identifying, collecting, analyzing, and interpreting outcome measures and research data. The Senior Manager creates and implements a Métis evaluation framework, reviews related research, links evidence to the evaluation process; reviews and assesses the impact on services and staff resources; prepares reports and provides evidence-based recommendations for MNBC program and service delivery models. The Senior Manager creates and maintains strong relationships with internal and external partners, participates in internal and external working groups supporting research and evaluation methodologies for cultural safety and humility, and leads projects as a result of attendance. The Senior Manager also prepares research grant applications for approval and manages designated research project activities, budgets, and resources, including subsequent knowledge translation activities. Key interactions in addition to internal organizational contacts include health authorities, Ministry of Health and occasionally MNBC Citizens.
DUTIES & RESPONSIBILITIES
- Lead the planning, research, evaluation, and outcome measurement of MNBC programs and initiatives, ensuring integration of Indigenous cultural safety, humility, and anti-racism principles.
- Collaborate with program teams to define information needs and meet business and evaluation requirements.
- Design and implement practical evaluation models using Indigenous and Western research methodologies, including monitoring, self-assessment, and performance measurement.
- Develop evaluation plans by reviewing evidence, identifying stakeholders, creating logic models, defining key performance indicators, and establishing data collection and analysis methods.
- Strengthen Métis-specific data by coordinating linkages between external partners and MNBC governance processes.
- Conduct evaluation and research projects, analyze qualitative and quantitative data, and prepare clear, evidence-based reports and recommendations.
- Develop research proposals and grant applications; act as Principal Investigator for funded projects, overseeing budgets and deliverables.
- Serve as a subject matter expert in evaluation, monitoring, and research design, and provide consultation across MNBC departments.
- Build respectful relationships with health leaders and partners to promote culturally safe and evidence-based improvements to Métis health and wellness.
- Support knowledge translation and capacity-building through workshops, training, and mentorship in Indigenous health research.
- Represent MNBC on internal and external committees, providing technical support to the Métis Data Governance Committee.
- Manage external consultants, oversee project budgets, and adjust operations as required.
- Engage with internal and external stakeholders and attend meetings or events, occasionally outside regular business hours.
- Perform other related duties to support the effective operation of MNBC.

QUALIFICATIONS
- Bachelor’s in health science, social science, or data science degree or a related field from a recognized, postsecondary institution.
- Minimum seven (7) years of progressive experience working in a community health setting. Minimum two (2) years of additional specialized training.
- Formal professional or technical designation in appropriate area of expertise.
- A combination of relevant experience, education, and training may be considered. Recommendation letter from Métis, First Nations or Inuit community leadership or a health organization.
- Demonstrated Indigenous leadership experience through work, community, or volunteer experience (e.g., youth representative on a youth council, community governance work, developing health and wellness plans with the community, organizing or participating in community gatherings, coordinating cultural events, being a board member for an Indigenous organization). Experience in research, policy and/or programming related to Indigenous health and wellness. Experience composing written materials for senior leaders or executives, including Chiefs, Council members, and other Indigenous leadership.
- Demonstrated ongoing commitment to cultural safety, agility, and humility in every facet of their work.
- Demonstrated interest in addressing Anti-Indigenous Racism within the healthcare system alongside Métis Nation and Métis Communities.
- Proven ability to analyze quantitative AND qualitative data sets, extrapolate and interpret findings, and provide a concise, coherent synthesis to a high-level audience unfamiliar with data science methodologies. “Two-eyed Seeing” in their approach to using and interpreting data.
- Demonstrated professionalism in communication, both written and verbal.
- Demonstrated ability to prioritize tasks, meet deadlines, and work with minimal supervision. Proven commitment to collaborate with colleagues within MNBC to de-silo the organization.
- Drive to affect real, positive, and substantive change for the health and well-being of Métis Citizens.
- Knowledge and/or awareness of the historical and contemporary contributions made by Métis people in B.C.
- General knowledge of current health care issues and trends.
- Possession of, or the ability to obtain, a Class 5 driver’s licence may be required.
- The position may require the completion of a Criminal Record Check and Vulnerable Sector Check.
