Senior Procurement Specialist

What you will achieve in this role:

• Act as a strategic HR advisor to senior leadership, driving initiatives in talent planning, employee engagement, and performance management.

• Review procurement and contracting solicitation documents, identify potential problems, provide advice and recommended solutions to personnel and management, and ensure documents reviewed are consistent with respect to the requirement. Documents will include but are not limited to: Request for Proposals (RFPs), Procurement Initiation Request (PIR), Technical Document Review Checklist (TDRC)  including line-Item details, Statement of Requirement or Statement of Work, Technical Specifications, Security Requirements Checklist (SRCL), Procurement Plan, Complexity and Risk Assessment, Limitation of Liability, and both Bid and Technical evaluation criteria. Contract review documents may include, but are not limited to, the Contract, Bid Evaluation Summary, associated technical documentation and Contract Approval Request;

• Assist in the development and implementation of the contract quality control. Formally review and provide quality assurance of procurement and contracting documentation ensuring the correct application and adherence of SACC clauses, trade agreements, government contracting policy, security regulations, selection mythology, terms, and conditions, to produce quality contract documents and mitigate procurement risks.

• Develop, plan and propose strategic recommendations to increase efficiencies and effectiveness pertaining to business operations and planning pertaining to procurement and contracting on behalf of the Federal Government of Canada;

• Developing, deploying and evaluating policies, procedures, limitation of liabilities, standards, initiatives, metrics, forms and tools associated with contracting;

• Verifying and confirming contracting process (policies, procedures and standards) are being adhered to

• Recommendation of alternatives to address trends, challenges encountered, and identifying knowledge gaps and potential training topics as appropriate. Provide training briefs, Standard Operating Procedures (SOP), and direction specific to sections and/or management on contracting and solicitation documentation preparation;

• Tracking and reporting on the implementation of corrective actions associated with contracting and confirming that corrective actions effectively addressed the root-causes of the non-conformances;

• Provide briefings and reports associated with personnel as required. Identifying and reporting lessons learned including common and/or reoccurring mistakes, procedures or resources that can be improved, and strategies that can be adopted;

• Contributing to the development and implementation of an integrated approach to quality control, risk and performance management associated with procurement and contracting. Develop and update templates pertaining to the solicitation package, as required; and liaising with subject matter experts on quality management both within and outside of the organization pertaining to the application and applicability of Federal Government of Canada policies, acts, regulations and procedures;

• Analyzing existing and proposed sustainment costs with Sustainment Business Case Analysis teams to ensure an optimal enterprise approach is considered for the Equipment Life Expectancy.

What you must bring to this role:

• Must have 7 – 10 years as a Procurement Specialist specifically in the Federal Government. Preference will be given to those who have been in a Defense environment

• Must have a Bachelor’s degree.

• Must have a certification in supply chain management.

• Hold a valid Government of Canada SECRET Clearance.
