The Opportunity:
Logic Executive Search & Workplace Solutions is proud to partner with the Municipality of Lakeshore in the recruitment of a Team Leader – Water located in Lakeshore, Ontario. Reporting to the Division Leader – Water Management, the Team Leader – Water is responsible for overseeing the operation, maintenance, and regulatory compliance of Lakeshore’s Drinking Water Treatment and Distribution Systems, as well as supporting the Wastewater Collection Systems. This role ensures the delivery of safe, high-quality drinking water in accordance with all applicable legislation, including the Safe Drinking Water Act and the Occupational Health and Safety Act. The Team Leader serves as the Overall Responsible Operator (ORO) and Operator-in-Charge (OIC) under Ontario Regulation 128/04.

What You’ll Be Responsible For:
- Overseeing the daily operations of water treatment and distribution systems, ensuring consistent delivery of safe drinking water to the community.
- Serving as the Overall Responsible Operator (ORO) and Operator-in-Charge (OIC), providing 24/7 availability for operational guidance and emergency response.
- Ensuring full compliance with Ontario’s Drinking Water Quality Management Standard (DWQMS), including participation in Ministry of the Environment, Conservation and Parks (MECP) inspections and external audits.
- Maintaining accurate and up-to-date operational records and preparing detailed reports in accordance with provincial regulations.
- Leading the development and implementation of emergency response plans and procedures for water-related incidents.
- Providing direct supervision, mentorship, and performance management to water treatment and distribution staff.
- Coordinating staff training and certification programs, ensuring compliance with regulatory requirements and internal standards.
- Managing on-call schedules, monitoring overtime, and ensuring adequate staffing coverage for all shifts and emergency situations.
- Developing and managing a comprehensive preventative maintenance program for all water treatment and distribution infrastructure.
- Ensuring the safe and efficient operation of all facilities, equipment, vehicles, and electronic systems, including SCADA and communication tools.
- Assisting in the preparation and monitoring of the division’s operational and capital budgets, ensuring expenditures align with approved allocations.
- Supporting the development and evaluation of tenders, RFPs, and RFQs for water-related projects and services.
- Communicating effectively with contractors to ensure project timelines, specifications, and safety standards are met.
- Responding to public inquiries and concerns regarding water services, promoting transparency and public confidence in the municipal water system.
- Establishing preventative maintenance programs for water infrastructure.
The Ideal Candidate:
- Post-secondary degree or diploma in Civil Engineering or Civil Engineering Technology.
- 3 – 5 years of experience in a supervisory capacity in a municipal setting or other related sectors.
- Possesses an active Ontario Class 3 Water Treatment Operator’s Certificate.
- Possesses an active Ontario Class 3 Water Distribution or Supply Operator’s Certificate.
- Possesses an active Ontario Class 1 Wastewater Collection Operator’s license.
- Possesses a valid Class “G” driver’s license.
- Must maintain a clear police clearance.
- Demonstrated knowledge of DWQMS (Drinking Water Quality Management Standards) and provincial water regulations.
- Strong proficiency in Microsoft Office and SCADA systems (Wonderware preferred).
Complimentary Experience:
- C.E.T. (Certified Engineering Technologist) designation or membership with the OACETT (Ontario Association of Certified Engineering Technicians and Technologists) would be considered a strong asset.
- Strong leadership, organizational, and customer service skills.
- Ability to manage conflict, prioritize tasks, and make sound decisions under pressure.
