Business Analyst

We are currently seeking competent individuals to fulfill the role of a Senior Business Analyst to join our dynamic team for our clients.

Type: Contract

Term: 2026-06-01 to 2027-03-31

Hybrid: May be required to work 5 days onsite (subject to HM’s discretion)

Required Skills:

• Public sector experience
• Advanced business analysis and requirements elicitation skills in complex, multi-stakeholder environments
• Demonstrated experience developing Business Requirements Documents, including progressing work from abstract or high-level concepts into structured and actionable requirements
• Proven experience producing pre‑BRD and discovery artifacts, such as problem statements, business needs assessments, concept documents, options analysis, and executive discovery materials based on input from executive leadership and senior business leads
• Strong business architecture capabilities, including defining capabilities, service models, process flows, and cross-initiative relationships
• Ability to incorporate customer experience and user experience considerations into discovery, analysis, requirements, and content-related outputs
• Proven ability to write, review, and coordinate high-quality briefing notes, reports, presentations, and structured documentation for executive audiences
• Strong analytical, synthesis, and problem-solving skills with the ability to turn complex information into clear and accessible outputs
• Experience working effectively with business, clinical, communications, vendor, and Ministry stakeholders
• Demonstrated experience reviewing, governing, or assuring quality of public-facing digital content or service materials
• Knowledge and understanding of PHIPA and privacy requirements applicable to digital health and patient-facing services

Desired Skills:

• Experience in digital health, patient access, service design, or digital front door initiatives
• Experience working in large-scale, multi-program, or system-wide transformation initiatives
• Experience supporting external stakeholder engagement, including system partners, researchers, or service providers
• Experience contributing to or supporting communications planning and public-facing communications activities
• Hands-on experience applying PHIPA requirements in practice, beyond general privacy awareness

Must Haves:

• Public Sector Experience
• 5+ years of experience in business analysis within complex, multi-stakeholder environments
• Demonstrated experience developing Business Requirements Documents, including the ability to progress work from early-stage, high-level, or abstract concepts to clear, structured, and actionable requirements
• Proven experience producing pre-BRD or upstream analysis artifacts, such as discovery summaries, problem statements, business needs assessments, concept papers, option analyses, or high-level requirement documents, based on input from executive leadership and senior business stakeholders
• Demonstrated experience incorporating customer experience and user experience principles into analysis, requirements, and content-related outputs
• Proven ability to write, review, and coordinate high-quality briefing notes, presentations, and structured documentation
