Head of Safety and Compliance (Permanent) Vancouver BC or Winnipeg MB (Band 3)
Responsibilities
- Lead a team of Aviation Safety and Quality professionals to meet the safety goals and outputs defined by Aviation Leadership.
- Champion the aviation Safety Management System (SMS) and a positive and engaged safety culture through the leading and development of safety promotion, education and training.
- Lead the implementation of HSEQ policies to the aviation Business Units derived from the overarching Babcock and appropriate Governmental policies and identify initiatives to maintain and improve standards.
- Lead the operation of the Safety Management System including continual improvement, managing corrective, remedial and preventative action in relation to the system.
- Provide resourcing guidance to the aviation leadership for Safety and Quality programs and initiatives.
- Lead the Quality and Safety audit program ensuring audits are completed and recorded, and findings are appropriately disseminated and actioned.
- Promote and lead the implementation and effective use of company safety systems and programs such as but not limited to Operational Safety Cases, Bow Tie methodologies, SynergyLife, and others.
- Lead and direct the appropriate investigation of safety-related matters and make any necessary reports to the relevant authorities as required by regulations.
- Ensure the investigation, analyzing and identifying of the cause or probable cause of all hazards, incidents and accidents identified under the SMS.
- Lead the actioning and distribution of accident, incident, and occurrence reports.
- Liaise with and advise all personnel, through meetings and base visits, on matters concerning Quality and Safety.
- Conduct special projects as part of the leadership team for enhancing organisational and operational safety.
- Advise the Aviation Leadership Team on appropriate strategic safety objectives and changes to safety policy.
- Monitors Transport Canada regulatory changes, monitors HSEQ legislation changes and ensures appropriate action is taken when changes occur.
- Lead the development and monitoring of meaningful leading and lagging safety performance indicators for the aviation operations.
- Ensure all customer standards and certification requirements are maintained.
- Establish and maintain positive relationships with applicable customers and regulatory agencies.
- Provide HSEQ related SME advice for the development of commercial tenders.
- Ensure effective people management of direct reports to enable the team to deliver the business outcomes effectively as practicable.
- Lead the review, development and coordination of Emergency Response Planning.
- Champion the review process for both Safety, and Quality programs, through the effective use of SQAGs, SQRBs and other tools.
- Other responsibilities as advised by the Aviation Leadership Team.
Profile
The ideal candidate brings:
- Minimum of 10 years’ experience in aviation with a minimum of 3 years in a safety critical leadership role.
- Experience conducting operational safety audits, safety investigations and processing/reviewing Hazard and Safety Occurrence Reports.
- Expert knowledge of TCCA and H&S legislation, and Operational Risk Management.
- Effective verbal and written communication.
- Proficient in the conduct of trend analysis and development of improvement and/or remedial action plans.
- An expert understanding of Safety Management Systems.
- An expert understanding of the application of human factors in aviation as well as a working knowledge of Fatigue Risk Management in aviation.
- Previous experience and training in incident investigation would be an asset.
- Competent in the use of Microsoft Office programs (Word, Excel, Power Point).
- Hold or have held a valid Canadian Aircraft Maintenance Engineer (AME) license would be an asset.
- You are eligible for a Canadian Secret Security and ITAR Clearance.
- You are eligible for an Airport Restricted Area Identity Card (RAIC) and ITAR Clearance.
