  • The expected base salary range for this position is $70/Hr – $80/Hr, depending on experience, skills, and internal equity.

Job Overview:

  • We are seeking an experienced Organizational Change Management (OCM) Lead to support the modernization of a legacy grant management system within a government environment.
  • This role will drive the people side of a large-scale transformation as the organization transitions from customized legacy systems to a standardized ServiceNow enterprise platform across multiple ministries.
  • The ideal candidate will have hands-on experience with ServiceNow implementations, enterprise change management, stakeholder engagement, training development, and adoption strategies within regulated or government environments.

Key Responsibilities:

  • Lead end-to-end organizational change management activities for a ServiceNow implementation.
  • Develop and execute comprehensive change management, communication, and training plans.
  • Conduct stakeholder impact assessments and facilitate workshops across multiple ministries.
  • Manage organizational resistance associated with legacy system modernization.
  • Develop user training materials and support end-user adoption of the new platform.
  • Partner with business and technical teams to translate ServiceNow functionality into user-friendly training and communications.
  • Track adoption metrics and measure post-go-live success.
  • Collaborate with cross-functional stakeholders to ensure successful organizational transition.

Required Qualifications:

  • Experience leading Organizational Change Management initiatives for ServiceNow implementations.
  • Hands-on understanding of ServiceNow functionality and workflows.
  • Experience supporting legacy system modernization or migration projects.
  • Strong stakeholder management experience across multiple business groups
  • Proven ability to develop and execute change management plans from impact assessment through post-go-live adoption.
  • Experience creating communication plans, training materials, and end-user documentation.
  • Experience managing organizational resistance during enterprise technology transformations.
  • Familiarity with enterprise platform standardization initiatives.
  • Experience working within regulated or government environments.

Preferred Qualifications:

  • Prosci or CCMP certification.
  • PMP certification.
  • Experience with grant management systems.
  • Experience supporting multi-ministry or cross-department implementations.
  • Experience with legacy-to-cloud or SaaS migrations.
